Repainted, repaired, oxidized, damaged, or poorly bonded surfaces have a greater risk of lifting or separating during installation or future removal.

In some cases, yes. However, repainted, repaired, oxidized, textured, porous, or otherwise compromised surfaces can create adhesion issues and increase the possibility of surface failure. These conditions may also affect warranty coverage.
